Temple Square Townhomes (4-unit building)

NEAR is seeking bids from general contractors for one (1) new construction project containing 4 townhome units in the St. Clair Place neighborhood (945, 947, 949 and 951 N Temple Avenue) as part of a larger development known as Temple Square. This project is partially supported by the City of Indianapolis through the Community Development Block Grant (CDBG) program as well as the Indianapolis Neighborhood Housing Partnership (INHP).
NEAR requires any submittal to follow these guiding documents. Any questions regarding these documents should be forwarded to my attention at joe@nearindy.org. If you would like more time to respond to a bid, please contact me at this email. Extensions are not guaranteed.
The requested bid is only for the townhome portion of the overall site. Bids should reflect this single townhome project. Responses should be specific to the requested bid. PLEASE NOTE, THIS BID ALSO INCLUDES DEMOLITION OF AN EXISTING 1-STORY BLOCK BUILDING ON SITE AT 945 N TEMPLE AVE. A COPY OF THE ASBESTOS REPORT IS INCLUDED. SUBMITTED BIDS MUST INCLUDE THE COST TO DEMOLISH THIS STRUCTURE ACCORDING TO REQUIREMENTS OF THE CITY OF INDIANAPOLIS. Please pay careful attention to the specific project. NEAR will review all submitted proposals and the review team will decide what proposal will work best. While NEAR works to select the most cost effective bids, price will not be the only determining factor in selecting, or not selecting a bid. NEAR is interested in bidders with capacity, experience, both in construction and projects with federal funding AND the ability to begin the project as soon as NEAR authorizes.
THIS PROJECT MUST FOLLOW APPLICABLE HIRING GOALS AND REPORTING REQUIREMENTS ESTABLISHED BY THE CITY OF INDIANAPOLIS, INCLUDING MBE/WBE/VBE/DBE CONTRACTS AS WELL AS SECTION 3 HIRING AS NOTED IN THE ATTACHED POLICIES AND PROCEDURES DOCUMENT ON PAGES 43 AND 103. THE WINNING BIDDER WILL BE REQUIRED TO FOLLOW ALL REPORTING GUIDELINES AND WORK WITH NEAR AND THE CITY OF INDIANAPOLIS TO ENSURE COMPLIANCE. IT IS ANTICIPATED THAT A SUCCESSFUL BIDDER WOULD BE ABLE TO PROVIDE THE REQUIRED DOCUMENTS, REPORTING AND PROCEDURES TO MEET THIS STANDARD. A BIDDER MAY USE A CONSULTANT TO SUPPORT THIS PORTION OF THE BID, BUT THE COST OF THE CONSULTANT MUST BE INCLUDED IN THE BID. NEAR WILL UTILIZE RETAINAGE FOR THE PROJECT, MEANING A PERCENTAGE OF EACH CLAIM WILL BE HELD BACK FROM THE CONTRACTOR UNTIL SUCCESSFUL COMPLETION OF THE PROJECT. THIS INCLUDES ALL DOCUMENTATION AND VERIFICATION OF THE ABOVE ITEMS.
NEAR operates on a claim/reimbursement pay schedule. Contractors should be able to finance the cost of construction for up to 30 days after submitting a claim. NEAR works as quickly as possible to provide reimbursement. Please do not contact NEAR requesting payment during this 30-day timeframe. This will only serve to slow the process.
Bids are due back by 12:00 pm, noon, on Friday, June 12. Late submissions may not be accepted without prior approval. Submissions must be submitted electronically to Joe Smoker by email at joe@nearindy.org. Please note, the selected bidder will be subject to final approval by the City of Indianapolis Department of Metropolitan Development. Any contract or commitment to funding will not be final until after this approval.

The successful bidder will consult with NEAR and NEAR's architect regarding finishes including material and color. Any items not specified on the attached plans should be incorporated in the bid.
